This mod needs more popularity, it is ing amazing. I might personally pay that rediculous money to host a good sever and hire a coder to make a tf2 plugin for the server that keeps all of the items you can find. I will work on that idea soon, but seriously this needs popularity.

Not really, winter holidays in Canada forced me to cease work as I'm away from the PC. Will resume work soon, hopefully getting an update in before exams start.
They're broken as of right now, but once they're fixed, you would place them as a block and right click on them with a Strange weapon, which would then take on that Part's stat.
HF2 adds around 200 hats to minecraft. There are many textures for the hats, not just the leather helmet one. The hats do not give any armor points, but incredible particle effects, but yes, unusual diamond hats exist.
Tf2 is free on steam so where did you waste all those money?
In order to get an unusual in TF2, you have to unbox crates. The keys used to unbox those crates cost $2.50 each. You have roughly a 1% chance of unboxing one.
Otherwise, if he didn't unbox it himself, he might have bought it; TF2 unusuals range from under $30 (really low-tier ones) to over $3000 (top tier multi-class hats).http://backpack.tf/profiles/76561197971691194 should explain it.

Possibly soon, possibly never. The issue with being Forge compatible is that I still break most other mods regardless.

It was a majority community request back when the mod was starting out to remove all armor points and damage values, and just have them for cosmetics.

Unusuals aren't meant to hold armor points or damage values.

Techne doesn't work properly for headgear modeling, unfortunately.
