This is what you get for buying a mobile i7. They will not turbo hardly, because power plane demands are strict. Get a i5 mobile and leave it be, because HT on mobile processors is pointless. This applies to both the i7Quad or Dual Core mobiles. That CPU is technically at 100% usage.
This was a sacrifice to be made given specifically with Laptops that use the Intel HD Graphics for a GPU. Otherwise this can be different as the CPU does not have to share power with the iGPU.

This sounds actually more like a RAM usage issue than anything else. Seems like it's caching to disk causing system lag.
Honestly, the fact alone that you were messing with things in the BIOS or anywhere else basically means no one can help you, as we have no idea what you went in and did or could have done.
Call a tech. There's nothing we can help with without going over literally every scenario under the sun.

Are you noticing any performance issues? Is anything running really slow that should be going faster?
The CPUs will throttle themselves for heat and power issues. Simply put, if you don't need to run at max, why would you run at max all the time?
Its an i7 and chrome is checker-boarding, general use is slowed and visual studio IDE is laggy. I understand its not supposed to run max all the time, but it was at 1.18ghz running prime95. I have turbo enabled and HT enabled, I'm fairly certain its not a heat issue, as I stated above, It runs at about 45C on prime95. It could be a power issue, although I doubt that, I'm not sure how to check.

The cpu (i7 3630qm) is locked at 1.15GHZ no matter what I do, I even tested it on prime95, and the cpu maxed out at 1.18GHZ and 50% usage. The temps are normal; about 45C. The battery saver is set to max cpu and all power saving options in the bios are turned off.
I tried using the throttlestop program which is supposed to fix this issue, but I had no luck with it.
The machine is running Windows 8
I am thinking about returning it, but I want to try as many things as I can before I do.

Hello everybody, I am looking to buy a laptop for no more than $700. My primary use for the laptop will be for programming C#, and the occasional minecraft.
I would prefer an i7 and optimally 8gb of ram. I don't want annoying lag when I'm coding in an IDE. Enough graphics power to run Minecraft would be nice, but is not necessary. I'd also really like good battery life. I would like a good keyboard as my primary use will be programming.
My budget is $500 - $700 absolute max, by max, I mean not more that $20 over.
It's been a while for me too, I believe that the Lenovo IdeaPad Z585 has an A10, but it is not great laptop because of the meh price/performance ratio.
I made a type of 3D printer that used pistons to create 4 presets, when it was turned off, it was just a cube room. The presets were stored in 5 bytes of RAM, which could be customized to store other items.
I have Ubuntu arm on my odroid-x2 not droid odroid. I'be had it for a few days its been working fine, but today it decided to play the error game( http://i.imgur.com/DOen4g6.jpg ). The keyboard and mouse are unresponsive I checked everything, nothing is unplugged or plunged in in the wrong place. Not sure what to do here, thank you for the help.
I would recommend a blue ducky shine with MX Blue switches, but it does go a bit over your price range(its about $150) I have one and I couldn't love it more.
