You can add a tag to the item example:
/give @p stone 1 0 {STONE:1b,disyplay:{LocName:"Spoon",Lore:["RRRRRRRRRRRRRRRR"]}}
then with that tag of stone, you can do this:
/scoreboard players tag @a add STONE {SelectedItem:{id:"minecraft:stone",tag:{STONE:1b}}}
This way, you don't have to detect for the complicated name and lore.

Yes. http://wiki.sk89q.com/wiki/WorldEdit Just look for WorldEditWrapper on that page. It "installs" into the mod folder if you're using Forge. WorldEdit itself is a "plugin." You'll also need a secondary modloader called LiteLoader (http://www.minecraftforum.net/topic/1868280-172api-liteloader-for-minecraft-172/). Just follow the directions on the web site and you'll be golden.
Not sure if/when SPC will update to 1.7.x...doubtful we'll see anything until 1.8....but WorldEditWrapper works just fine.
WorldEdit/WorldEditWrapper/LiteLoader will only work up to version 1.7.2, by the way. No 1.7.4 or 1.7.5 yet. But, I've found you can still build your world in 1.7.2 and export it to 1.7.x (mostly--chests and redstone circuits might get borked in translation). The snapshots....not so much (because there's no diorite, etc, in 1.7.x), but it still does a good enough job for what I want to do. YMMV.
