I have been on the search for a decent server. I'll admit that I am one of those people who join a server for awhile, play a bit and then move on. But I have good reasons too. Most of the time, the servers are nothing special, no one is doing anything, people are hardly interacting, etc. I makes it really hard to stick around. Everyone seems to be interested in gaining a community similar to Hermitcraft, etc but they forget that there is a lot of work that goes into that kind of community and group. I honestly much rather see people try to create something new rather than just copy something that already exists. That also goes for the hundreds of mini-game and faction servers that I see on here on a daily basis. I'd also like to mention that finding the right type of people is rather difficult. There are a lot of kids that play this game and they don't understand things the same way you and me do so there is a lot of conflict that follows.
I believe it has to do with the AI thinking the rail is a full block, similarly to how mobs believe trap doors are full blocks allowing them to just walk off of a ledges.
Seems like an interesting pack with some lesser seen mods but if the only end goal is to get to the bottom of the tech tree then it sort of seems ordinary.
OK, so it looks like you are wanting to create a server and are asking people about their preferences. I'm guessing semi-UHC with /spawn and /home commands. The part I can't take a guess at is how players could affect the rest of the server. Aside from something like Towny or an economy who's value shifts. Am I in the ball park?
I am making a server but the rest is not even close!
If that is a problem there are several link checkers out there! I've also removed the compacted link so people can see it is nothing more than a link to a google docs.

From what I've experienced, if you add more player slots to your server, it increases the RAM making it less laggy.

Aternos is pretty good good. I use it all the time.

Are you talking about command blocks or redstone?

The server is really fun with a lot of potential. I highly recommend checking it out!

I can't give out too much information yet since I still have a long way to go but it is something I haven't see anyone else do yet!
I'll most likely make a separate post with a lot more information once I get more of it done.
