port forward using the routers config page, not a tool, and if you want a static external ip you need to ask your isp, they may charge for it though, the port shouldn't change unless you change it in the server.properties file
The thing about that is, my ISP doesn't let me port forward from the config page, I have to go on a separate website to change it from there. I do have a static external IP as well (I think?), because if I go to a website such as https://whatismyipaddress.com/, it returns the same public IPv4 address every time.

The issue with that is, if I'm using the free version of ngrok, it changes the ip everytime, which is not what I want. I want an ip that never changes, as well as a port that never changes. Is there maybe another way you can think of?
If I use the online tool to test if a port is forwarded, it comes back as closed. I have also used the Port Forward Network Utilities app when doing this, and what's weird is that when I use that the online ones happen to start saying that it's working. Others do get an error while attempting to join, it's probably something like "cannot find host name". Yes, I can join via localhost.

I don't know what the issue is and I've been looking for days now and I can't find a single thing that fixes my issue. Any ideas?
