Just because it is a boss dimension it doens't means it must be bad. The End is empty, too empty. It is finite, only has endstone and towers.
Players who spend too much time in mazeworld start to notice a strange, humanoid (steve shaped), dark and transparent figure watching the them from the buildings, corners, and even inside their houses. This being disappears after some time or if the player gets to close, to reappear some time later. every player has a watcher, and can only see his watcher.
This way, it is more like an ilusion than a regular mob, fiting the confusion theme.
Large chambers filled by columns, connected by long 3x3 corridors, with large circular pits leadind to them. Maybe whe should bury the mazes, to give a claustophobic fell.
And over the surface a residential district divided in layers. The taller the richer.
