Ok, I have had many problems with this, and I finally found the solution, which I want to share with you. If you were looking for the GalaxyCraft server, scroll to the bottom.
Make sure that you have these permissions in your permissions file:
Player Permissions:
sg.player - Includes all Permissions below
sg.arena.join - Allows the user to click a sign to Join a game
sg.arena.vote - Allows the user to vote to start (/sg vote)
sg.arena.spectate - Allows a user to spectate a game
sg.lobby.join - Allows the use of /sg join to join the lobby
Staff Permissions:
sg.staff - Includes all Permissions below +Player Permissions
sg.arena.forcestart - Allows the user to Start Sg (/sg start)
sg.arena.disable - Allows the user to disable an arena
sg.arena.enable - Allows the user to enable an arena
sg.arena.nocmdblock - Allows user to bypass ingame cmd block
Admin Permissions:
sg.admin - Includes all Permissions below +Staff Permissions
sg.arena.create - Allows the user to create an arena
sg.arena.setspawn - Allows user to set spawns
sg.arena.resetspawns - Allows the user to reset all spawnpoints
sg.arena.delete - Allows a user to delete an arena
sg.lobby.set - Allows the user to set the lobby spawn and wall
And if you do have these permissions, delete PermissionsEx.jar, re-download it, and put it in your plugins folder. This does NOT mean delete your PermissionsEx folder, which contains permissions.yml, so do not delete that, it will delete all your permissions nodes you put in it. This was the solution for me, so now I have Survival Games on my server, 74.91.16.83:30225.

That is quite a lot of money for a banner. And if you get me a banner it isnt even a guarantee that I will like it. There is many people who would do that for free so I won't be looking into this.
The first slide of the banner should say GalaxyCraft in your own design.
Another page should say: Hunger Games, RPG, Factions, Parkour, Economy. Do this in your own design that looks cool to you. Also I need to mention that it can all be on one slide if you want too!!!!!!
Then also, I feel that I have a great server but its not getting enough players. If you could do what you could to get us more players it would be appreciated!

For those who had the same problem as I, I've managed to solve mine by re-installing the PermissionsEx plugin. My perms were showing in game using Pex commands but didn't work at all once I was deopped. Good luck and I hope this works for you.
My players can't do any essentials commands but they can do all the other commands. My permissions file has the nodes though. I know its in essentials or permissions, but I can't tell.
