Instead of an actual block light update, it could be handled via a shader or lighting effect and only when the horse is being ridden. A shader wouldn't prevent mob spawns because it isn't "real light" but if the range of the effect is the same range as a normal torch it won't matter because hostiles don't spawn that close to the player anyways (unless from a spawner).

I think we can still get light from this rod using static light.
When you stand still, the light turns on, but when you move it turns off.
Something temporary until minecraft developers gets the cash or a team to handle the dynamic update
Also i still question why this wouldnt work. I mean, i can make light appear to move by simply using redstone and a redstone lamp... it will follow you where ever you go to.

I think that something very strong and rare like this would be a great addition to post-game defeat of the ender dragon, something else to search for and it would be worth it to find because of its speed and health and jumping abilities. It might be similar to a horse but that is pretty much the definition of a unicorn.

Currently there are no unique animals that spawn in dark forests. Unicorns are the perfect legendary animal to spawn in the fairytale-like dark forests, possibly atop a giant mushroom. Their appearance is similar to a white horse, but with a yellow mane, tail, and horn.
Health: Wild- 30 (❤️×15) Tamed- 40 (❤️×20) | Attack Strength: Easy - 4 (❤️×2), Normal - 8 (❤️×4), Hard - 12 (❤️×6) | Drops: 0-1 red mushroom | Experience: 0 | Neutral, singular spawn, not breedable
Unicorns spawn untamed, and become hostile if attacked by player. Unlike wolves, unicorns can be calmed by feeding them mushroom stew.
Feeding unicorns golden apples improves their "trust" in the player, increasing their likelihood of being tamed by the player. Treats all falls as a quarter of the actual distance, cannot fly. Not lead-able, will not follow player
Tamed and saddled unicorns are even faster than horses. They can run at 15.5125 blocks/second. All unicorns can jump high enough to clear up to five blocks
Taming depends on the unicorn's "temper". When a player first mounts the unicorn, the temper is 0 out of 100. The player is bucked off and the temper is increased +5. Temper can also be increased +5 by feeding it golden apples. The unicorn becomes tame if the temper exceeds 100
Similar to the dragon egg and end cities, unicorns only spawn after the player defeats the Ender Dragon. Another possibility is creating a "unicorn saddle," (small percentage of end city chests may contain the saddle), and unicorns can only be controlled with one of these saddles
