Download the app from the link in the first page and install it somewhere. You will need to know where, you can put it on your desktop, that will work, might mess up the batch file. It's best to put it in a sub folder on your hard drive, mine's in F:\Minecraft Stuff\Utilities but yours can be anywhere you like.

Move the batch file to the same folder you moved the EXE to and open the batch file in notepad. It contains this line
"C:\Program Files\Java\jre6\bin\java.exe" -jar "C:\MinecraftStructurePlanner.exe"
As long as the EXE and the batch file are in the same folder, you don't need to worry about the path in the second part, so edit it to read this:
"C:\Program Files\Java\jre6\bin\java.exe" -jar MinecraftStructurePlanner.exe
Save the file and close notepad, then double click the batch file to run it. Worked fine for me.
