What would you like for one city, and from there we can multiply it over?

Cities will all be about similar size. But, we are flexible on price, however this is a market we have not dealt with so, what would you like to design the city I posted above?
im not a member of a build team but just having dealt with people like them they will pry try to charge you a few hundred dollars per city

If two players are arguing with each other and are affecting the other players ability to enjoy the game what will you do?: If it is a simple fix such as the two players are just immature and name calling I would mute them for language and spam. If it was a more detailed problem such as one player cheated another player(assuming this is against the rules) I would get them to stop spamming the chat and I would then port to the accuser and hear his side of the argument, before going to the accused to hear his side of the argument. Based on what I have heard I would either temp ban accused or let him go with a warning to stay out of trouble(unless he is a bandit because well they cant help it).
Why should we choose you: I feel you should choose me because I am young yet mature so I would be able to be friendly with many of the players due to the fact I will be their age but also with the older players because I am in my opinion very mature for my age. I feel like I have the ability to asses and handle and argument so that every one can continue to enjoy their game and stay on the server! I have owned many servers and I feel like I have seen why they fail and why they can work! I also feel like I can help you to fix problems with builds( Im not the best but I'm not bad) or problems the plugins might be causing like an admin should. I feel you should choose me because although I may seem young I am mature and I work hard!
What separates you from others applying?: I feel like the fact that I can be friendly with the players yet still making sure they are following the rules and managing how everything is going makes me a good choice to be an admin. I feel like very many people are very qualified for the position of admin but I feel I and other people are set apart from the fact that we work hard and wont take our position lightly. I feel like I have experience with servers and I would be a good addition to your staff team

I don't want to sound hypocritical on this matter, as there is a small minority of those who actually want to help a server, but they usually don't ask for staff, just if they could help out.
Anyway those who do ask for staff, mostly do it for the sake of perks and the feeling of superiority over others. I have always disliked this, and see why you would be irritated. My only suggestion would be to tell them no in the most sensible way possible, without being to strict but at the same time getting to the point.
I've even had a staff application which stated "I am wandering about servers who look like they need staff". Needless to say, he was not taken in. But I hope your server manages to develop brilliantly, and you don't take this annoyance too seriously.

I listed my server today, and it is by no means a crappy server it took a lot of work and time but when I listed it we got about 15 players on all who left because they could not have staff and I just wanted to hear what your opinions on this is
Sorry for not being specific. You actually answered some of my questions already! haha
However, I will still list all of them anyways for discussion's sake.
1. I want this to be a good RPG-type server, and found a plugin that looks promising called MyRPG that comes with the ability to make quests, has an economy system, uses levels and let's me set a lot of the RPG elements.
2. I only want PvP in my Arenas, and you mentioned World Edit, so I will be looking into that for sure.
3. I want to make shops out of chests. I was hoping to find one that lets you simply take things out of the chest, or put things in it, and it would adjust your balance accordingly with the economy plugin (Vault or MyRPG), however the closest thing I've found is SignShop that lets you set up signs linked to certain chests, and people can use the signs to buy or sell whatever I set to it. It actually sounds better (albeit more complicated) than what I wanted, so I will definitely be looking into it and giving it a shot.
4. I have created (and am creating) complete dungeons with loot in chests, monsters, and a boss room. However, I haven't found any plugins that come close to what I'm looking for. I can adjust everything accordingly if I need to, but I need a way to not spawn enemies anywhere except in my dungeons, and only the specific monsters I want (i.e. I only want Zombies in my first dungeon with a Skeleton as the boss). I was thinking maybe a plugin that lets me choose specific blocks and say, "Okay, a Zombie will spawn on this exact block every time the dungeon resets."
I also don't want to put any torches or light in my dungeons except where I've chosen (usually at the beginning of the dungeon, depending on the theme) but I want people to be able to place torches through out it, but I don't want them to stay. So maybe a way to clear all the torches (except the ones already in place) every 30 minutes or something.
I want to use the chests to put things like potions, arrows, and gear inside of for adventurers who come up on it, and have them reset every 2 hours or so. I'm cool with people putting things inside the chests too (but don't expect your stuff to be there when you come back since someone can take it or the chests could reset and wipe it.)
It would also be nice if I could mess around with the monsters stats and what they drop (I think MyRPG lets me do this, but I haven't tinkered with it since I'm not finished building the world.)
5. I want to have plots of land, or claims, ranging from 15x15 to 50x50 to 100x100, that people can buy with the money using the economy plugin (again, Vault or MyRPG) that they can build their homes on, create their own shops, and all those sorts of things. The closest thing I have found for this is Grief Prevention and will be trying it out whenever I'm ready to go.
If you have an suggestions other than these plugins, or want to give me a list, or help me in setting them up and all that, let me know! I seriously have no idea where to start really and could really use someone to personally give me a helping hand. Random things on the internet can only get you so far.
If you need any more questions answered, feel free to ask. I'm totally willing to do whatever it takes to learn and make this work, even if it requires 1000 questions and a lot of hard work.

for the chest shop try chest shop it is very customizable and allows players to make their own shop
for the regenerating dungeons try Regenblock I think this should be the closest thing to what you are looking for
for the chests download chestrestock it will allow you to have chests stock with things but it will reset after a base time
for plots you could maybe make a plotme world and charge people to buy one or until you can find one(I will look) just do it manually

secondly that is the way, you jsut have to advertise and just ban or ignore those kids who come on asking for op but if you want to be found by the dedicated players then you have to keep pushing for votes from your server and post it any where you can, also try to make something original rather than the usual hub server of survival minigames skyblock and towny/factions but again thats not the big problem since it seems to be doing well the big problem is you need to keep going even with those kids asking for op and just deal with them when the time comes because as you grow from more and more dedicated players joining the less and less annoying little kids will join because it looks like a big server so they know that they will not get op on it
when you open the folder file you should see many diferent thing but one of them should be a properties and an ops.txt or something although I cant remember a ton about vanilla, I will set one up later today and come back if I can find ur problem
you have loads of plugins missing and it takes time away from the server from starting to go looking for each of those plugins and after a while it's going to over load the CPU therefore stopping your server from running
when you run mcore for some reason it makes a new folder and puts factions in there it should be visible through a ftp like filezilla tell me if this helps and you shold be able to edit the config there,

Groupmanager/Pex - 10/10 I have been writing permission files for ever and I find them very easy and they do not take me very long and I am very comfortable in the managing and configuring of both of the plugins and the writing of the actual files
autobroadcaster - 7/10 I have used many different ones and find them very easy to use and to manage and I feel that I can configure them very well and can use them to be as efficient as possible
votifier - 10/10 I have been using votifier for a long time and it is very easy for me to setup for servers now.
