Nice idea in my opinion needs some work for more stages. How bout this for stage three you need two more houses, and a blacksmith before iron tools, and after stage one you should have a fun quest for stage two like spawn in two villagers away from your dock like 300 blocks away and have to get them back in night time do it anyway you see fit.(side note do this every two stages for a max of 3 villagers every time. and each villager will need at least 10 bread or equivalent every week.)
Stage four winter is here so all crops besides carrots, will die so store up and hope you have a lot of fish. same restrictions to (ill ad more latter but for now this is it
