More About the Ore:
The ore is a little more rare than gold to find. It generates from level 30 down to level 0. (level 0 is bedrock) The ore drops two pieces of carbon dust.

I don't think smelting carbon to make diamond is the best way, I mean, it just makes it to easy.
Maybe there should be two new machines, a Commpresser (C) and a Generator (G)(Powered by coal) (Atleast around those terms, I wouldn't use those as they a machines in Industrial Craft (Alblacka)), make it so a G needs to be next to a C in order for the C to work, and maybe make sevral stages to make diamond, rather than just strait out of the Compresser.
Is that understandable?
EDIT:I Agree with Caboose™ on making it harder to make Steel tools aswell!
Yes, I agree with you, and I have ideas for upcoming updates, however I want EVERYONE to understand this. This is basically just a beta mod so far. There will be many other updates to come. Thanks for the suggestion though.
NOT JUST TOOLS! But seriously it isn't just tools. There are other blocks and armor and the dust, and stille more to come. I have some pretty god ideas for the future of this mod.
