We need to see what is in your Launcher Log, which can be found on the second tab of the launcher.
First, copy all of the text (right click on any empty space, press 'Copy All Text'). Then, paste the text you've copied in spoiler tags in a reply.

You can try and manually download the file which is continually timing out.
Save the following file somewhere: https://libraries.minecraft.net/net/minecraft/launchwrapper/1.7/launchwrapper-1.7.jar
Then, right-click the file and select copy. Navigate to the .minecraft folder as previously instructed. Go to 'libraries', then 'net', then 'minecraft', then 'launchwrapper', then '1.7' (if any of these folders don't exist as you go along, create them). Then, paste the launchwrapper-1.7.jar in that folder.
Finally, restart the launcher and try running Minecraft again.

There's a slight problem with one of your installed versions, alongside a timeout downloading one of the files Minecraft needs to run.
First, we'll clean up your versions. Navigate to the .minecraft folder. See this page for instructions if you don't know how to do this: http://hopper.minecraft.net/help/finding-minecraft-data-folder/
Once there, delete the versions folder. Afterwards, start the Minecraft launcher (or close and reopen it if it's already open), edit your profile and select the version of Minecraft to which you'll later install OptiFine (which in your case will be 'release 1.8.4'). Save the profile and click 'Play'.
If the game launches successfully, you can then install OptiFine. If it does not launch successfully then, as before, provide the Launcher Log.

If you removed the program, then the file that would have appeared in LSP-Fix will have also been removed.
The program in question would have most likely been the cause, as it is interfering with Windows' networking. It's also marked as unwanted software by a number of antivirus vendors.

You've likely played on 1.8 prior to switching back to 1.7.9 with a higher render distance. As 1.7.9 does not support the higher render distances available in 1.8, the game crashes.
The easiest solution is to start 1.8 and reduce your render distance to below 16, then start 1.7.9 again.

Try running the launcher as administrator. Right-click the launcher icon, select 'Run as administrator' and accept any UAC dialogues.
