It's a flat map, so there's no need to clear out land. We figured that most metropolitan cities don't have drastic elevation changes like on a stock minecraft map.
Map has been trimmed, which was causing the lag problems. The server should be running smoothly from now on, with infrequent lag from backups periodically.
Ok, a person told me exactly how to do it, and it worked for me. First you need to set a static IP for your computer in Network Connections > LAN Properties. Click on the Internet Protocol one and press Properties.. Assuming your computer's IP is 192.168.1.1 (which it likely is, run cmd > type ipconfig /all to check), type in that +1 for the IP, which would mean 192.168.1.2, and subnet mask should be set automatically, and the gateway would be 192.168.1.1. DNS Server is 192.168.1.1 and I didn't set an alternate.
Now for port forwarding, you want to forward 25565 From and To the IP address 192.168.1.2
Make sure your Windows Firewall has made an exception for this port.
You should now be able to log in with your external IP, you can just google that to find out.
