Except it probably would. The reason there are so many mods and that they are so complex is because it is so easy to mod minecraft (not to say that the large mods are easy, but you get my point). The java version is easy to decompile and we even have tools that readily deobfuscate it (MCP). To mod the win10 version however requires more difficult reverse engineering of assembly(er) code and even then is limited by (AFAIK) the inability to change the code that is already there.
OP: Aren't bukkit/spigot dead? Or did that one dude (cant remember is name, the dude is a jerk anyway) lift his DMCA? -

A dual core without hyperthreading will not work for minecraft. It is very CPU intensive and that Pentium would in some ways be a downgrade from the processor the OP currently has.

Long standing bug where if you have 32 bit java, the game reports 32 bit windows.

I would recommend a more capable processor than that Pentium. A low end Ryzen R3 when they come out should work nicely.

Way, way too many mods for 1G of RAM. Increase the RAM allocated to minecraft. 3G should be fine.

That CPU is meh, so don't expect to do many mods, and dont expect a smooth 60FPS experience, though 30FPS should be doable.
Optifine can improve FPS, but you have to change settings. Only you can find that out.
Structures should be fine as long as they don't involve large amounts of redstone and/or physics (falling sand, mobs, etc).
Resource packs should be fine, as long as you don't go higher than 32x or 64x.
Shaders are out of the question pretty much. It is unlikely that you will be able to get any shaders to run on that all all, and the ones that you do will be horribly laggy or be extremely basic.
What framerate are you getting right now on the demo? (Hit F3).
