After re-reading my initial post there is something that I didn't make very clear, and I am sorry if this impacts anyone that has shown interest in the server. Our server really is intended for people 25 and up. In fact, the vast majority of us are in our 30s and 40s.

Yes, this server has been around for a bit. We are a community of adults playing Minecraft, socializing and making friends. Our is for people 25 and older, and our members range in age from mid-20s up into their 60s ... and we have every decade in between!
This is a survival world. It will never reset, so the builds continue to get more fun and elaborate. Every player has their own base, but there is also a centralized city with a shopping district, PvP arena and a recently opened mini-game area.
We are a very open and friendly community. If you are an adult and looking to share this great game with other's that have a passion for it, then feel free to reply here or send me a PM.
You do not need to be a hardcore Minecraft player, but we do have several on the server. :0) If you play a few days each week, that's fine! This is a long term server, take your time and enjoy the game with friends!
Okay, this doesn't fix your problem but it does give you a work around. For your first portal use each session, you may be able to throw any item/entity into the portal first: seeds, rotten flesh, etc.
Anything that would force the game to perform the portal routine.
Two things here. You probably know the math already, but just to cover all of the bases here it is:
For your Overworld portal at (225, 61, 400) the ideal location for the Nether portal would be (28, Y, 50). As you mentioned, the coordinates you have should be close enough to not cause an issue.
This brings me to the second thing. There is a known bug in Bedrock edition that may be at play here. When traveling through a nether portal while performing an action, then the portal may malfunction. The most common example is eating. If you start eating something while standing in a nether portal, then there is a good chance that the portal will not function properly. When the portal does malfunction, it will send you to the same coordinates in the Nether that you had in the Overworld.
So, if you enter an Overworld portal at 800, 800 and start to eat. Then there is a good chance that the game will send you to 800, 800 in the Nether, instead of the expected 100, 100.

There is a lot to do and love about this game. Building, digging, farming, fighting and adventuring. From the sound of it, your family is really into the adventure stuff.
Answering one of your early questions: no, new structures will not continue to spawn near you, but there may be many, many structures close by that you have overlooked.
The world you are exploring and settling is one of trillions of possible Minecraft worlds. The geography and structures that appear in each world is determined by the world "seed". You may have let Minecraft select a random seed to generate your world, in which case it would be a long string of numeric digits.
If you and your family get tired of exploring the Overworld (grass fields, oceans, mountains and forests), then the next adventure is usually the Nether.
The Nether is an entirely new place that is somewhat based on the concept of Hell. For new players (and some veterans) the Nether is a difficult place to get to, and an even more difficult place to survive. However, the Nether presents all new adventures. Things to explore and conquer.
If your family tires of the Nether, then there is one final place that Journeymanmc mentioned. You can travel to the End.
Great! This is a BDS (Bedrock Dedicated Server), it is not a Realm. Console players are welcome, and we do have a few already. However, there is a phone "trick" you will need to do in order to connect. From what our current console players have said, it is not a big deal.

Yes, this is a little known glitch in Bedrock. Siltentwisperer included it in one of his Bugrock videos. His description matches yours almost exactly!
I like the trashcan idea. Maybe I'll make one before the bug is fixed. :-)

I wonder if it matters what uses the portal for the first time in the session?
New suggestion ... locate a nitwit and throw him into the portal first!

How about using a specific name tag to prevent villager children or baby animals from growing up?
We can use Grum, Johnny and what-not as special name tags. Why not have one that would keep a young person or animal young?
