Even if it is passed, how can they expected other countries to accept it? It's a U.S bill, how could it possibly reach domestically to other countries.
Other countries don't have to accept it. What are they gonna do? Go cry about it at the UN?
That's what special forces are for. The pentagon has some very highly trained, very capable soldiers who have the ability to go in whatever country they please and extract whatever person they want. No need to involve local law enforcement or local governments. Just look at the actions of the pentagon & cia up til now. Do you think they actually care what the governments of other countries think? They already pretty much do whatever they please, this bill is just congress acknowledging that.

The biggest thing for me that I hate about facebook, which I hated from the beginning is that it forces you to sign up just to see anything on it. It's coercion for the purpose of artificially inflating membership numbers. It's a common but really annoying trick a lot of sites use.
Also facebook is the new AOL. It's a sandbox for all the simple, common folks who don't really understand the internet.
On top of all that, zuckerberg (the founder & CEO) is a douche.
