They're dungeon enemies. They serve the same purpose that Guardians and Shulkers do.

Except it does encourage spam clicking though.
Here we see the zombie on the left dies in 5 hits from timed attacks. The zombie on the right though is being spamclicked, yet it dies faster than the timed one.

That's not at all what that option does.
The option is called enableWeakAttacks.
When set to true, it makes spamclicking do reduced damage. This is the same behavior the cooldown mechanic has always done.
When set to false (which is the default in 1.9.1) you are unable to attack when the cooldown is below 70%, effectively disabling weak attacks. You must still wait to attack however.

Then use a bow or retreat. Common sense should tell running into a group of ranged enemies with a melee weapon is a dumb idea.

I just use the sweep attack when fighting groups. If there's a skeleton involved, use a shield.

It was added because it gives a margin of error to melee attacks. If you don't time right you do less damage. If you are encouraged to not button mash like a goof then it makes timing more valuable.

The wiki is wrong (Wow, what a shocker), test it yourself. Setting that value to true will cause Spamclicking to do less damage ( hence enabling weak attacks). Setting it to false prevents you from attacking during cool down, turning off weak attacks.

Your exaggerations are incredibly horrible. Swords can be swung for full damage every 0.6 seconds, not 3.
Also keep in mind .6 seconds is only .1 secs longer than the .5 seconds a mob or player is invurnable after taking damage.

Nope, that toggles whether or not the player is allowed to do weak attacks. If turned on, you can not attack until you have at least 70% of the meter filled. That's default right now.

There were about 10 threads with in a few hours demanding the changes to be reverted. I too had a highly up voted post in the main pre release discussion thread explains why the change was bad
in the new pre release, you are prevented from attacking until the attack meter is at least 70%. So not only is Spamclicking now no longer function, but you'll still have reduced damage if you don't time property.

No, that option simply determines whether or not your weapon should do weak damage.
if turned on, poorly timed attacks do weak damage as they have in 1.9.
if turned off, you are prevented from swinging at all during the cool down. This is currently the default in 1.9.

Then use a command block that changes dropped items to have a ludicrous attack speed that replicates the old behavior. Problem solved. Your options are there, you just need to put the effort into using them.
Most other people like the changes and they shouldn't have to suffer from those unwilling to adapt.
There's already an outrage on Reddit. I suspect today's cooldown changes will be reverted by tomorrow.
