    Most probably, but there's still a chance that somebody will circumvent it (I think somebody is trying to do it, in fact), thought we can't do anything but wait for that patiently.
    Basically speaking, Mod Loader "loads" sprites by pinning them onto one of these two image files, and since they are accessed through ID, it might be possible to increase sprite ID count without modifying this file, but I had never tried doing it so I don't know how difficult is that.


    Couldn't it be possible for that mod to make a new file, same format as the terrain/item png, but completely blank?
    Then you could use more block ids to pin them to that new file?
