It's still 'by the people', because it's by you. If mojang implements it, it's for the game, and by extension, for us. So, the 'for the people' part is still covered.
Also, if they don't like the name, that's where we would suggest a different name. There are certain details that are necessary. Overall though, this sounds like a good idea.
I'm also glad you take the criticism seriously, it's annoying to deal with people who see criticism as rudeness.

-The status effect ID for Magnetism would be 24.
-I came up with this idea while sitting on a toilet.
-Magnifying the effect of XP coming towards you was not part of the original suggestion, but it was added while I was (ironically) trying to get rid of XP and got this idea.
-There was originally going to be a thrid tier of Magnetism.
-The original idea was to bring hostile mobs closer so you can fight them and not have to chase them. (of course this was before I made the post.)
Great post, but what exactly are you suggesting? You kind of beat around the bush there. What specifically do you want in the desert biome to make survival more viable there? Besides that, the idea sounds pretty solid, but I'll need some more details before I can support or not support.
I don't know about customizing wood, because of the many types of wood. The bed thing, sure, that's fine. Customizing stone is something I don't really see happening.
Minimal support; beds should have colors that can be customized and that's it.
They add a plentiful amount of features in each update, and lots of tweaking. It seems like every update, there's some big glitch that's been around for a while that's fixed. In the main updates (1.8, 1.6.4, 1.7.2, etc), there's enough to keep me (and my not-so-wide span of attention) busy for a good while, looking into detail at each mechanic (that last part could just be me.)
My point: there's a lot in the main updates, and big glitches are fixed in almost every single update.

A potion of magnetism is created by brewing awkward potions with compasses. It's also in a beacon as a secondary power.
Magnetism 1 - Makes item drops and XP within a 5 block radius come towards you at 1.5x the normal speed.

The bottom line is that you suggested an entire game mechanic (minecraft physics) be changed, and nobody liked it.
This was a suggestion, you were suggesting something, therefore people will say support/not support.

No, I'm against you. I'm saying if somebody has internet, they can get minecraft and can therefore get a resource pack on their own.
If they don't have internet, there's no way they can get minecraft in the first place.
If they get minecraft from a hotspot, they can get it from the same hotspot.
Furthermore, if you do have internet, your computer may not be able to handle a 3D resource pack anyways.
No circumstance makes your suggestion have a good reason to be added.
