as of minecraft ver. 1.13 this is the work around for turning off friendly fire.
your world will need to have cheats enabled as you will need to do all of this through console commands.
1. you will need to create a team. open up the console and type in "/team add <team> [displayName]". enter your team name where the brackets are.
2. you will need to add each player in your server to that team. "/team join <team> [members]". enter player name where the brackets are.
3. you will then need to modify the teams rule set, setting friendly fire to off. "/team modify <team> friendlyFire False"
