It is indeed. I didn't realize there wasn't a changelog for core. As I understand it, WR is dependent on RedPower 2, which hasn't updated either, so that's possibly why you can't find WR. There is another version of it:

It's much less expensive to craft with, but has less options as well. Older versions support 1.3.2 and even the current release if you so choose.
Also, looking at a few "How to Install" videos on youtube for 1.3.2 are showing that CCC 0.6.4 is compatible with NEI 1.4.0.4 and CCC 0.6.5 is compatible with NEI 1.4.0.5

Check the changelog for each mod you want to install. For instance, if you open the spoiler for NEI, and then the spoiler labeled changelog, you'll see that NEI ver. 1.4 is 1.3.2

Useless? I've got nearly infinite storage space when I mine thanks to this mod. Set up a sorting system using Buildcraft 3, and use an enderchest as the inventory items are filtered from. Link an enderbag to the enderchest.
Mine ores -> Place in linked enderbag -> Items get pulled from Enderchest and filtered through Buildcraft Diamond Pipes

EDIT:: Makes a great replacement for Teleport Pipes too.

Look, Minecraft has had so many modifications thrown at it, that it can easily become a different game if you want it too. There's no educational benefit to that? Stop thinking about how the game is in it's current state, and start thinking about what you could modify the game to teach. If you can't do that, then you should probably consider playing the game more yourself as it BLEEDS creativity from every crevice.
As far as the price goes, Math please. The game costs $26.95 USD to buy it for yourself or gift it to someone. This is selling at $18 USD per a license, and better yet, if you buy it in a 25 license bundle, you're only spending $13.50 USD a copy. I wish I'd gotten my copy at $13.50.
