Yes. Similar to all textures, your texture pack simply needs to have a replacement file for the compass texture in the same location and name. Yes i will tell you where:

How do you enable the texture? I tried replacing the compass.png in your mod pack with the one in my texture pack but it didnt work.
I tried putting the folder from your mod pack into the mods folder and that didnt change the textures either
My diamond pick wont break obsidian now with this mod. Well it does after about a minute, but it doesnt leave any obsidian behind. Besides that pretty good.
