In a datapack that I've been trying to figure out how it works, I have found a Minecraft folder with a folder called tags inside it. Inside that folder it has functions, then load and tick. Are there any other functions that Minecraft uses like this?
What hack clients do is modify the client-side of things. They send false packets to the server to do different things. Item summoning depends on the server, keep inventory I'm not entirely sure, so maybe that one?
Alright, it works when I use shift it also works for my other hot-keys, r, f, v, and c. However, it only doesn't work when I'm running with ctrl, tapping w twice to run allows it to work.
Edit: Operating system is windows 11, java version is 17.0.2 I'm not using Oracle java since I need the more recent version for my programming class. And it stays like this if I change to 1.8.9 or 1.18.1 etc.
I have found that when I'm moving and I try to hotkey to my 9th slot (z) it won't switch over until I stop moving and then press z again. Does anyone know why?

How do I summon a new marker with the same rotation as the player that summoned it?
I've tried
/execute at @s run summon marker ~ ~ ~ {Rotation:[~, ~]}
but I can't put scoreboards or tildes (~) in the Rotation nbt and I'd rather not have to teleport it after summoning it.

Technically you could build a computer and actually program in it, it would just take decades to make and would be extremely slow.
