A mod is a mod that has a official release and is playable.
A WIP mod is a mod that is still in development and it may not be released or it may be unstable. WIP stands for Work In Progress.

This doesn't prove a direct connection though. Yes this may prove that violent crimes are going down, and it may prove that violent video game sales are rising, but how does it prove that the two are connected?

They shouldn't have to offer benefits for premium accounts besides being able to play the game. If you are low-down enough to pirate it and use a cracked version you'll have to take the consequences.

I believe he is speaking of the so-called Super Secret Settings that have been displayed in the recent snapshots not of the Shaders Mod.
To answer the OP (Original Poster), no, they have not been added in 1.6.4 and will not be in the official game until 1.7. Most likely they will take a different form as well (Having a better way to access the shader you want and so forth).
