I don't know what you've done or what you're doing but here's instructions of how to setup a modding environment that I always use:
1) Download .mdk file for Forge version you want to use
2) Open the .mdk like a .zip file, so using something like WinRAR.
3) Extract out the following into the folder where you want to put your modding environment:
-> "gradle" folder
-> build.gradle
-> gradlew
-> gradlew.bat
-> .gitignore
4) Open a command window in the folder you copied extracted the stuff above to (SHIFT right-click in the file explorer and select "Open command window here").
5) Type "gradlew setupDecompWorkspace" and hit enter.
6) Once that's done (could take a little while), type "gradlew eclipse" and hit enter (this shouldn't take as long).
7) That should be it, and you should be able to load that folder into Eclipse (Or there will probably be an Eclipse project file you can just open).
I can't answer any questions about setting it up with the IDE, because I use IntelliJ Idea, but I'm sure others here do use it.
