I have a proven way to reduce the effects of griefers. i backup the map every 3-5 min. if the grief damage is that bad then i ban user, restore the map, damage undone, problem solved. some lagitimate changes might be lost but nothing that cant be quickly redone.
the biggest annoyance is that i have to follow ppl around for a while when they first join to keep an eye on them. this way i can 1 spot them griefing early or 2 discourage them from griefing all together. anybody can be a griefer. even ops from other servers or even ppl who have bought the game. i always hate it when i ask ppl not to greif they tell me "see my skin. i bought the game. im not a griefer." bought or not anyone can be a griefer.
a person norm wont grief a server if they have put alot of work contributing to the server. if the player starts building constructively it will normally discourage them from griefing.
there is no way to absolutely stop griefing and still have a fun game.
edit: my server is also not a 24/7 one. i only run it when im home and can keep an eye on it, or another op can.
