The thing that's really going to be expensive is your internet, and electricity will definitely noticeably go up. You'll need good upload speed (think at least 2Mbps for each player). You'll likely want a static IP address as well.
Taking into account the sheer costs of such, it's better to rent a server.
Renting a server is 9/10 cheaper and more reliable then building one. You will get faster internet, don't have to deal with hardware failure / DDOS attacks. Internet providers will most likely make you upgrade to a business line if you run a server if they find out from enough traffic and your power bills will be on the rise.
In accordance with this, I was considering buying a business class internet rather than just use my home one, but i'd have to scrap a PSU from one of my friends old projects, and that still leaves me with trying to find a HDD. To be honest, when I first started the idea out, I had already considered hiring a company or such to protect me from DDoS attacks and to pay for the internet myself, sadly that all didnt really make it into the final cut, as I hoped, that I'd first be able to start out very small, and try not to attract much attention, thereby avoiding the DDoS'es and my ISP beating me with the internet cable(Thats an exaggeration, they'll use a whip).
why, the sweet hell, are you making a server? more so in that high of a budget, you could rent a server for 100 months at $60 a month for that rate, or $120 a month for 5 years, you will never be able to get that much use out of a server you own, the monthly plan for buisness class line alone would be almost $300+ if you want a pretty good connection for something that powerful, because you are going to be paying a load for high upload speeds
Well the server wont just be for Minecraft, i'll also use it for hosting a variety of games and other utilitarian purposes, such as hosting a website and projects and such.
How many players and how often will the server be online?
Unpredictable at the moment. And hopefully constant, and if it cant be hosted side-by-side with games, then it will be running on a timed schedule which is TBD

It might be that I didnt look hard enough, or may have skipped over it, but i've turned to you guys for help(Thanks in advanced!) In addition to that, I'd also like to hear peoples opinions on the server as it stands, and give recommendations.The entire build right now is subject to change, but I would like to get it all wrapped up quick before the sale on the case goes away(that is, if I decide to keep that case)

Take different, stuffs it into a box, throws it down a magma drain-pipe, swims in that exit pipe that leads into a sea of magma, finds the box digs downwards to hell, unleashes the fury of Satan, stuffs Satan inside the box, eats the box, cuts itself open, and re-eats the box, then does it again but this time, it takes the box and sends it into deep space, then nukes the box.
Then it decides to re-materialize the box so it can set it on fire, and then it takes the damaged box and uses it to build a computer with the box being the processes and plays Dwarf Fortress on it(Game-Ception.) then it does everything all over again...But this time in the game of Dwarf Fortress.
Grenades aren't really OP...I find them easy to dodge in each of the games mainly due to the fact that they glow so its kinda obvious that a frags on there way to you, and if they we're a "professional" player could easily shoot them out of the air (I've seen it done in Reach so assuming they keep this ability, it could be very effective...I've done it quite a couple times myself, it just takes a lot of practice.) And either way a direct hit with a frag grenade is not enough to kill you, and either way, YOUVE also got Promethean vision so you can easily just sprint in quick or throw a counter frag.
Either way grenades are seldom used in Halo if you can get your hands on better weaponry.
