I suspect that you "fixed" the OpenGL error by installing some random "OpenGL32.dll" file you found online - "llvmpipe" is a software-based OpenGL emulator that many sources tell you to install so you can run the game on GPUs that do not natively support the required OpenGL version, without telling you how poorly it will run (presumably, this is what VMWare uses in its virtual machines and the copy distributed online was taken from them, hence the "VMWare" branding, but none of the people having this issue are using it; either way, emulating a GPU in software is extremely slow, even on a high-end CPU).
Also, if your GPU doesn't support OpenGL 3.3 or later you can't run 1.17 (or very poorly via emulation); the only real fix is a new GPU or computer (based on your CPU you have a low-end laptop from 2011, and if you are relying on its integrated GPU then it definitely can't run 1.17). If you were able to run 1.17 before it is because you didn't install a proper GPU driver (the default driver installed by Windows only supports OpenGL 1.1, which can't run any version of the game).

That only shows your GPU information, not system information, but given what you show and that you only get 15-30 FPS, which is definitely not decent (I'd consider this to be unplayable), I'd say your computer is well below the minimum system requirements and you need to upgrade or get a new one if you want to use mods.
That said, another possible issue, at least with mods, is a lack of memory, which will cause the "stop and go" behavior you describe if it hits 100%, but not the general poor performance (post a screenshot with JVM arguments).
