Why I should pick you for such a role (needs explaining): I am mature, experienced, and trustworthy. I am a good judge of character. I do not beat around the bush when delivering bad news. I planned to start a server earlier this year (around February), but could not start it up due to financial issues (I did/do not have a job). I have had numerous experiences as high-ranking staff player. I have been an Admin on 2 servers and Moderator on 1 (These are communities that have been active for periods over 3 months. I do have more experience, but that time was negligible).
Building skills (needs explaining): On a scale of 1 to 10, I'm probably around 7. I'm better with large-scale builds, such as spawns, marketplaces, etc. as opposed to smaller builds such as houses or individual shop buildings.

So, I’m having two major problems with my Permissions:
1) I can’t break blocks/use tools/interact with anything in ranks Moderator or lower.
2) Even though I’m Co-owner rank and I should have all permissions under my disposal, it still says that I don’t have enough permissions to promote/demote.
Could someone please check over my permissions.yml to make sure that nothing’s wrong?

Hey, I'm friend_of_buyer. I am an experienced server developer, meaning that my expertise lies within maximizing RAM usage, filling out permissions, and developing server websites.
Past Experience:
I first started playing MineCraft in August of 2011. Since then, I have ventured from server to server, learning quite a lot in the process. The first MineCraft community that I joined was called Minersisle, and after 1 fun-filled month, I finally became a server Moderator; my first staff position ever. Sadly, the server went down when the full release of MC 1.0.0 came out, and it never came back up. I have tried to contact the owner of that server (R4Z0R49) multiple times, but I have no way of locating him. After that server, I joined another community known as LegacyCraft, a community in which I became a very important and well-known player. I played on that server starting around January, and it stayed up for quite a long time afterwards. After battling a good number of hackers, griefers, and general nuisances, I became an Admin of that server. Eventually, though, the server went down as a result of 1 persistent hacker named TheAppleModder, in addition to some money issues. From these staff positions, I learned much about different plugins, how to structure a good, user-friendly website on Enjin, and how to manage a server. After the server went down, I was quite angry at TheAppleModder, and took it out on a few servers. This griefing-period lasted only a short while for me, but I am a very studious person. I learned quite a bit about many different hacking clients, including Nodus, Lurid, Razor, Picka, and Nyan (from time to time, I still check out Nodus to see if there are any ways for server Administrators to catch players). My griefing streak ended sometime in May, and I found a FANTASTIC server in mid-June called FrostCraft (which is still doing very well today). There were 3 staff ranks on this server: Officer, Moderator, then Admin. I became an Officer after my first month or so on the server. The Owners were very nice and helpful, and were more than willing to teach me a bit about other plugins such as Multiverse and WorldGuard. It took probably another 2 months after getting Officer to finally get the Moderator rank, with which I was allowed to teleport to players and check griefing sites with Hawkeye. Finally, about another 2 months after getting Moderator, I finally achieved the Administrator rank, which is an OP rank. I was expected to check and rollback griefs, know when to ban/unban players, and work on "admin projects" which were basically large additions to the server usually involving some new redstone contraption, a new spawn, or a new plugin. Eventually, after playing 8 months on that server, I had to leave. I just felt that it was time to move on. However, during my stay on FrostCraft, I (at one point) tried to start my own server, but my parents wouldn't stand for it. I also became the Developer for quite a few servers, including Future Shock, GOLDCRAFT, Falcon Punch, and another (very new) server that doesn't have a name yet.
When I was making my server, I learned how to do many things with an Enjin site (I still have the site, if you would like to see it), mostly involving the free plans. I am able to coordinate ranks between Enjin and a minecraft server, and I know many little tricks that most others do not.
Currently, I am still the Developer for Future Shock, Falcon Punch, and the unnamed server (message me if you want IPs of servers that are still active).

I'm not sure, but one thing that may help would be to fix that crazy spacing in all your inheritance sections.
