i tried this with a vanilla version of the snapshot, force updated and checked with plain 1.1; neither allow this to be patched.
if you're not getting this, i've no idea.

namely:
autosaving. by default, minecraft autosaves every 2 seconds, optifine's default is every few minutes.
rendering. it renders further away and more at once, to prevent new-chunk lag. it also makes the client utilize multiple cores(if you use that version).
i do believe the minecraft client, by default, only makes use of a single core. this can be altered externally, by opening your task manager > process tab, right clicking the minecraft process, selecting affinity, and checking more cores.
i'm not sure about this 100%, due to how java is, but it might work?

can you tell that i don't use intel?
i'm not sure it's even upgradable, acer and any pre-built laptop usually doesn't have very many hardware options. as randomguy suggested, it's worth looking; but, don't get your hopes up without being forced to replace your entire mobo

anyway, "smooth fps"'s function affects how the game is rendered. personally, i don't know of any external method to fix this. this is purely code related.

okay, so: when you use optifine to remove this spiked lag, what do you change in order to do so?

problem one.
while your cpu is a bit integrated, it should be fine for minecraft. but, your fps is 80% of your gpu, not cpu. as it's an acer, i'm sure it's a integrated intel card from 2003.
acer never ceases to disappoint.
it's highly possible that this is related to your mouse, or touchpad. often, when mouses and touch pads begin to get old, they enter the notorious 'double clicking' stage. dreadful, to say the least.
however, as laptops come standard with touch pads now-a-days, you might have its settings too sensitive.
i would like to see your laptops specs, your in-game settings, and i'd like to know if you're running any mods.
