can you post your video card's brand and version?

to clarify, are you using windows xp 32bit(your error report claims 64, but that card is for 32bit)?

you should see several .OGG files. if not(or they appear to be broken), move your save files somewhere temporarily, delete the entire .minecraft directory, and re-run minecraft.exe.

my thoughts as well.
interestingly, blocks breaking but textures remaining should be a java-related error, but yours is updated? is this in only one world? have you tried to use any mods that may have edited the way things render(such as optifine)?

i use standard as well, though i don't experience this.
if this happens with and without, it may be related to the entityrenderer. have you tried a force update? the only thing affected is animated(chest open, your arm is generated).

versions other than optifine standard have strange graphical errors on older gpu's. one of those happens to be what you're experiencing.

navigate to your .minecraft\bin file and delete jinput.jar, then attempt to download again.
edit: if that doesn't work, go here: http://www.minecraft.net/play and see if you can download it through the webclient.

you answered your own question.
as for your fps, while the i3 card isn't overly powerful, your fps shouldn't be unplayable.
1. adjust settings down to moderate/low
2. try the optifine mod suggested by the previous poster
3. minimize on multitasking if at all possible

if it crashes upon opening, it could likely be a driver error.
