Yeah I'd say if you're going to add sulfur to make gunpowder, the recipe should at least include coal. That would make more sense.
The recipe might also include bone meal. Real gunpowder includes a nitrate, and nitrates are a key part of fertilizers that don't use ammonia or urea. Since bone meal is our current fertilizer, it could take the place of a nitrate.
So bone meal + sulfur + coal/charcoal = gunpowder.
I like the idea that sulfur would be easy to find in the nether. It fits the hell-ish theme (remember "fire and brimstone"). But I don't like the idea of sulfur being localized to volcanos. It's fairly common knowledge that sulfur is an extremely ubiquitous element. It's most known for appearing along side fossil fuels. If we made sulfur a fairly likely extra drop of coal (for example, for every 10 coal mined you'd expect, on average, one sulfur) then we could make it common without introducing a whole new ore.

I do the 1 log trick. If ends up being too tall for me to chop down from there, I just light it on fire. I hate floating leaves, and I HATE busting through leaves looking for residual logs.

That's why it would be dropped when you mine it rather than as an ore that needs to be smelted. Kind of like diamond or lapis.
As far as biome specifics go, I vote swamp.

Sulfur could also open to the door to acid. sulfur + bucket of water = bucket of acid. What to do with that, however, is a different story.
