It is unlikely any good developer will help you because they are usually very busy working on their own servers, but I suggest you do the following things to improve your chances of finding a developer:
Write a paragraph introducing yourself and say who you are.
Have a neat and detailed description stating what the server will be about.
Offer money
Also as a developer it will be nearly impossible to open the server by the 10th, unless you already have most of the stuff setup and the custom plugins are very simple and easy to code. It takes months of hard work to develop a good unique server.
Why do you want to join the server?: For the past few months I have had to take a break from YouTube because I had something I had to IRL, but I am planning to make a return to YouTube. I have 200+ subscribers on my channel, but I struggle to get constant viewers, so I want to try having a regular series. I want to join a server which has some friendly YouTubers who can give me advice and do co-ops with.
What will you benefit for the server?: I have lots of knowledge about running Minecraft servers. I am the owner of Oakwood City (A new custom RPG server). I am able to code in multiple languages and develop websites if needed. I am willing to share any knowledge I have with other members of the server.
Have you ever been banned on another server? If so, why?: Yes I was banned from 1 server a few years ago. There was a fued between a large portion of the server and a few abusive server admins and a lot of people got banned. Since then I have been un-banned on the server by the owner and most of those admins were demoted.

Why should I higher you over the next person? I'm familiar with being staff, I'm mature. I've played Minecraft since Beta 1.7, and just recently did I get my own server... If you knew some of the people that showed up there, and the questions they asked, you'd be amazed how I haven't gone insane. What I'm saying is in almost any situation, I can keep cool, calm, and collective... I would be in a player state of mind creating a better experience for the players making it easier for them to ask questions, get help ETC. I would be up-beat, active, and extremely dedicated (Especially since school recently got out)... There's a lot more to say, I just can't think of it...
What do you like about the idea of this server? It's extremely unique, in how it mimics a real-life small city. I think it creates a whole new realm of MineCraft, which I have yet to see, and not only would I like to experience it I would like to help others do the same.
What do you dislike? The fact that someone is more the likely going to see this and then you won't be the only server with this real-life feel, taking players away from your server.
Anything else: I will admit, when I came on the forums I didn't plan on applying for staff, I saw this and was extremely interested, and I saw you needed staff.... I decided to give it a shot in all hopes you were to decide upon my application, I do understand I'm a year to young, but, the few other servers I was staff on, for some reason asked my age AFTER promoting me.... They were quite flabbergasted when they discovered my age... I have been working with servers for about two years, and have been a valuable asset to the staff teams. These servers include Peepzcraft, The Trio, McWarCraft, and DeadWorldAlways. Why should I hire you:
Playing the wonderful game of Minecraft is one of the many tasks that I enjoy and stick with for hours and hours on end, devoting time and effort towards building and moderating. With servers like this, that put weeks or even months of planning to ensure perfection, I know that it has great potential. That is why I will try to moderate Oakwood City for as long as I can. Considering my large arsenal of server administration skills, having me on the server would be a major perk and help out the server a lot.
What do I like:
I do really like the corner of the community this server is taking. It's not often that you see a civilized community that this one would grow up to be in this game. It's always the same thing - Minigames, Factions, etc., and quite frankly, I enjoy spending my time on towny/role-play servers. Heck, I even owned one at one point.
What I dislike:
I don't believe the minimal amount of jobs available would suit the needs of a large community, thus you would loose potential players to boredom. I do realize that more jobs will be added soon - good call!
Anything else:

What experience do you have: I have a vast expanse of moderation experience with moderation at several large gaming sites (Mochigames, Ninja Kiwi, RC2, etc.) and you can email them if you need proof. Also, on the Minecraft side of things, I've worked with the forum moderator Will on some large projects. I also have experience moderating on several servers such as GoldenappleMC (which closed), Dermcraft (www.dermcraft.enjin.com), and Minefusion.net (which is currently closed for renovation). As a side note, I also have a major in biology and a minor in architecture- said minor helps me with building!
Why should I hire you: As stated before, I have a LOT of experience with moderating. I bring a lot to the table, including my ability to control, moderate, and have fun with a community, as well as my unique and helpful personality which assists in my ability to do the things said before. I have tried starting up the server without the IP Address in the server.properties but when I do that, I can't connect to anything else that is on the port 25565. So the server runs but I can only play minecraft offline.
You shouldn't need to define your IP address in the server.properties file. I suggest you try changing the port to another number. When you do this make sure you change the port in the server.properties file.
The Port Filtering is the same as the Port Range Forwarding but it doesn't have the IP Address
Try to remove disable to port filtering and just use port forwarding and see it that changes anything. Also are you using a static or dynamic IP address?
I started a server in version 1.7.9 literally a week ago. I got everything to work fine, port forwarding is set up, people are able to join and play, it's all good.
I want to start putting mods on the server now, and it's pretty apparent I need to use either version 1.7.2 or 1.6.4.
First off, what version would you recommend I use? What kind of things (new blocks, mobs, etc.) will I be losing by going to each version?
Second, this is probably a dumb question, but is there any way to make my current world work in either of the older versions, or will I need to start a completely new world?

I would highly suggest that you run a Feed The Beast (FTB) server rather then a server with a custom modpack. The pre-made FTB makes have been configured so all the mods work well together which means you shouldn't have any problems getting it to work,
All of the current FTB modpacks user Minecraft version 1.6.4 or below. I would recommend using the FTB Monster pack.
You current world should work if you just copy over the world file, although I would not recommended it. A lot of mods add custom world generation such as ores and custom biomes which won't generated in chunks that have already been loaded. You will also get a weird border where old terrain meets new terrain.
