Well, the first step that I would take is to reset your router to Factory Default settings. If the problem persists after you have done this, and gone through all the steps once more, then you know it is not a problem with your router. You can therefore assume that it is either your ISP blocking certain ports, or it is your computer. After resetting your router, if the problem persists, maybe try resetting your computer.
Also, I would highly recommend that you do not host a public Minecraft server on your local computer. They are usually extremely laggy, and will be limited extremely by your home internet. Instead, I would recommend getting your server hosted professionally by a hosting company - I recommend XOMCLOUD Hosting. They are affordable and have the best performance I've seen.

K I reset my router settings still doesn't work. How do I find out whats blocking the 25565 port, because when I check it online with this http://www.canyouseeme.org/ it says Error: I could not see your service on blablablabla on port (25565).
Is there a way to use a different port?
