Make sure when you edit the YML file, you stop the server first OR do a /pex reload to commit the changes to memory
Well you could at least post what you said before with your bumps, because from the looks of it, you aren't exactly showing that you are responding to previous applicants.
Like you could include an update message with your bumps.

If the only port open to the network is minecraft, then that's strictly speaking safe. (With the only issues being griefing, hackers, DoS atacks).
But on the more network-security-technical-side, if you have other services like HTTP, SSH, FTP, then it may pose a problem to exploits and intrusion.
In the scope of a minecraft server, and a normal end-user who doesn't have such services, there is no real dangers apart from normal minecraft-related issues
Okay so here would be a good start to plugins for you.
There are several permission plugins (PEX, bPerms, GM, etc) that allow you to set such permissions.
Default minecraft permissions nodes: http://wiki.bukkit.org/CraftBukkit_Commands
1) Install Spiogot/Cauldron/whatever it is called these days
2) Download and choose a permissions plugin (ie Permissions EX), place it in the plugins folder. If there is no such folder, create one, or start the server and stop it once.
3) In the plugins folder, find the subdirectory that says PermissionsEX (or whatever)
4) Edit the permissions YML file somewhere in there. There should be a default file.
When you want to add a permission (aka node), follow the same indentation rules, followed by a hyphen, then the node. ie - permission.node
If you want to restrict a group/player from having permission, place a second hyphen right before the node. ie - -no.permission
Yeah so the issue isn't server-based but connecting your network.
Does your router have DMZ or something? You can try to set your DMZ settings to your local IP. and see if any ports open on your computer are visible externally.
You'd need to use /manload if you externally edit the configuration file, since the plugin loads it into memory.
Even if you change the file, the permissions are being read from the memory.
So a /manload would load the yml file into the memory.
NP++ might show you formatting errors. idk
I personally use notepad2-mod, it replaces the default windows notepad.

Are you able to connect to your server with your external IP?

Port Forwarding =/= Port Triggering
Have you made sure you're IP is correct, both internally and externally?
Try to do a router reboot?

Unless you have a funky network subnet configuration, you can't use xxx.xxx.xxx.0 because it's a reserved address for broadcast addresses.
