This is a good idea, but I would like to know how it would reduce the amount of entities in the world. Wouldn't it actually make mob entities persist? Well, I can give this a go, but I'm a terrible modder and I can't promise anything ^^
This would require a LOT of modification to original game files. Now, I'm not saying it's impossible, but it would cause incompatibility with a couple of mods.
1/. No spawn? You DO realize that everyone is going to die practically as soon as they log-in? And you DO realize how quickly the spawn point will be destroyed?
2/. PvP without grief and steal? Don't call it PvP.
3/. No explosives? Where's the fun in that then?

EDIT: I'm going to be a bit more constructive now. Java .class files aren't 'obfuscated'. You can have unobfuscated .class files (even if there isn't any source attachment). .class files are 'compiled' versions of .java files. .java files contain Java source code. However, the JVM cannot read this source code, so it is 'compiled' into .class files (which is essentially a bunch of gibberish to humans). You can also attach the original source code to the .class files. Using a decompiler such as Jad, you can convert the .class files to .java files; although it might not be the exact same as the source (think of the .java file as a recipe and a .class file as a cake; you can make a cake from the recipe, and if you're a cake expert you can invent a recipe from the cake although it will give you the same cake it will not be the exact same recipe). Obfuscation is when variables and methods in the code are changed to random letters and numbers (e.g.: spawnEntityInWorld to func_519825 or isSprinting to c). Even if you manage to decompile the Minecraft .class files, they will still not make much sense (like the recipe saying "put some BSG in the LSG" instead of "put some flour in the bowl). You must deobfuscate this code. You must do this manually. However, the kindly MCP team have already done this for us. You must download Minecraft Coder Pack and it can deobfuscate it for you.
TL;DR? You must first decompile the .class files and deobfuscate the .java files into readable code.

Make an EntityArrowStraight extends EntityArrow and remove all the code modifying the Y axis movement. Put a kill-timer on it and mess with the code.
