When I downloaded the file, it was named 'minecraft_server.1.7.9.jar', then I pasted it into a folder.
I mistakenly created startserver.bat with the following:
java -Xms512M -Xmx1G -jar minecraft_server.jar
This caused me to get the familiar error 'unable to access jarfile minecraft_server.jar'.
The issue was fixed by changing the contents of the 'startserver.bat' with the following:
java -Xms512M -Xmx1G -jar -d64 minecraft_server.1.7.9.jar pause
Note that the correct name was 'minecraft_server.1.7.9.jar', not 'minecraft_server.jar'
So, in summary, make sure the contents of 'startserver.bat' match Exactly with the file name of the 'minecraft_server' jarfile.

same here with forge 2203 and minecraft 1.11.2 on windows 10 no difference in sound at all.
mod loads with no errors.

there would be no host that would offer more than 1gb ram for free
and anyways it would be unreliable.

you would need spigot 1.8.7

It does need to be compiled so you need 2 things. Git and Java

You cannot get any spigot before 1.8
plugins do update eventually and alot of them have updated for 1.8 support,
look on the spigot website for compatible plugins.
bukkit will not have any 1.8 compatible plugins since bukkit development has been discontinued
