Also, adding that Sp614x's not getting paid to do this (with the exception of donations). He can basically take as long as he wants to update this mod.

It's a manually updated progress percentage and not something like an update bar that shows 73%, 76% etc. What will likely happen is OP will spike it up to 90% when that much progress is done, and then will release a full version some time after. While 70% of the work is done, it doesn't reflect the amount of time it will take to hit 100% since development only happens when OP has time to do it.
Any updates after 1.9, OP shouldn't have to start from scratch again. The majority of the work is the transition from 1.8.x into 1.9, any subsequent 1.9 updates will probably take a fraction of the work. Even if 1.9.1 comes out, we can still continue to use 1.9.0 with Optifine in the meantime. The only affected users are those who use realms as they are locked to the most recent version.

You can find all CTM files in .minecraft\libraries\optifine\OptiFine\1.XX.X_HD_U_XX\OptiFine-1.XX.X_HD_U_XX.jar\assets\minecraft\optifine\ctm\default
The problem is that each glass color has 47 images and there are 17 glass colors (clear class included) so you would have to edit 799 images. Luckily there is a way for CTM to only use 5 images instead, so you only have to deal with 85 images in total.
I extracted the necessary glass images to a zip file for you, but remember not to edit the .properties files as they contain info on which glass color the images belong to: http://s000.tinyupload.com/?file_id=57231547303423168807
