He also has an aura of coldness and can manipulate coldness. Also when he is intangible, he is slightly transparent. He is resistant to extreme temperatures. Oddly, his body seems to age slower than normally, so he looks younger than he his.
    Weaknesses and Limits: The cold aura is not as cold when he is not intangible. After a long period of intangibility he can no longer manipulate coldness for some time. The aura of coldness is always on unless his power is being negated. Excessive use of coldness manipulation renders it useless/weak. Though his cold aura is stronger when he is intangible, his cold manipulation is weaker, but not that weak. When he exits his intangible form, he is a weakened state. The severity depends on how long he has been intangible. Electricity can painfully force him to become tangible. After a long period of intangibility he might pop in and out of this dimension. He pops back in at the same spot. He cannot pop in and out of intangibility quickly he must wait a bit.
    Appearance: Long, dirty, black. He is average height. He is dressed in rags. He's dirty and nasty. Ice blue eyes.
    Personality: Generic pyschopath #4
    History: He was never the biggest kid on the playground until he discovered his gift and killed the biggest kid on the playground. He discovered he could pass through stuff when he wanted to avoid someone and passed through the floor. He would have kept going down if he didn't realize he didn't have to follow the same rules as before. He was quickly found out by the ETG by the multiple murders he committed with his power. He had to be taken down by antinite and wore antinite cuffs all the time to keep him from using his power. He was later broken out by some gifted. He was grateful and only killed one of them (they weren't sure if he was the murderer, but they had their suspicions) before joining them on their way to Derika. He was almost arrested as soon as he stepped of the boat. He was thrown in a cell with antinite cuffs while a special cell is being prepared. Today he heard some commotion outside his cell. He knows better than to be hopeful, but he can't help himself.
    Equipment: Clothes and cuffs.

    You will have to explain. Weapons might be an option, though one could also argue your power wouldn't allow you to carry them after disappearing.

    (Totally forgot to mention, but small stuff like clothing goes with him. A streaking poltergeist is probably not a good thing. Small knives could be carried along I guess...)
    Anyways, its weird feeling when just passing through, but when he stays inside someone then they feel pain and are probably stunned. He could stick his arm through their heart and pull it out and become tangible again before strangling them to death with his cold hands. Also the aura is just a chill and its kind of just there to change the mood and stuff. He can freeze stuff, but that takes time, concentration, and energy (the bigger the object the more time and stuff is needed). Ice knives for stabby stabs.

    ^^Side note, since this is for the Brinkhaven Police station breakout scene, I assume this is for the Fabian clique, which means he's merely in a police station practically, which would be different from permanent storage. Which means he actually could just have the cuffs on if this is just a transition until they actually make him a long-term cell, if they were gonna make him a long-term cell. (I hope I got that right, Kinda rambled there.)

    For the name, can't he just be dubbed "Ghost" by the jailors, or he simply uses "Ghost" as it his codename he gives out.

    Mkay. Probably super dense material would keep him in one place. I know 'Ghost' is cliche and stuff, but I don't know what else people would call him.

    Consider this unofficial. However, I would deny this.

    1:His powers(Intangibility, cold manipulation, extreme temperature immunity, and slow aging) do not correspond, and you fail to explain why these powers are related in the slightest.

    They do correspond. Except with the intangibility and cold. Actually not really. Ghosts are cold. Slowed aging: cold = slow. I admit these are weak. Intangibility is boring alone. He's a cold ghost. The temperature immunity doesn't really need to be explained. It would be weird if he felt discomfort from his own cold.

    2:The power is (To my measurements) too powerful, and no proper weakness. He is able to be intangible, and no weakness stated, meaning the only thing that could harm him is Antinite(Which is kind of special, and hard to really justify your power with). Meanwhile, he can rip things apart by simply flying through them, and on top of that, he also creates a Russian winter everywhere he flies.

    I forgot to mention the extent. I always forget someone will be ridiculous. Anyways damage/disrupt does not mean when he goes through a block in is torn apart. It means it does a small amount of damage to matter. When he passes through organism and electronics it would disrupt them. He passes through you, you feel awkward. He stays in you, you feel pain. It's minor damage that disrupts. If he passes through a solid block of stone then nothing is really going to happen to it. Russian winter... Seriously... Usually 'auras' are not frickin god tier. It's enough to make you feel cold, but it isn't going to give anyone frostbite. It is not a near absolute zero winter that follows him around. (Exaggerations)
    Secondly, a weakness was stated for intangibility. I'm pretty sure there was. His other abilities would slowly start to get weaker and when he would go out of it he would be in a weakened state. You could argue that he could just float around doing nothing, but he would have to become tangible again SOMETIME. (Woops forgot to put that he comes out in a weakened state)
    I have no idea what you mean by no proper weakness.

    3:You said he heard something outside, yet you also said he was in solitary confinement. I'm pretty sure those chambers are soundproof.

    Nothing to say here. If Brinkhaven solitary confinement is soundproof then whatever it's gone.

    4:More erks me than anything, but he doesn't have an actual name. Other people have done that, but they provided reasons for it. However, your character has no reason at all why his name is 'Ghost', aside from his power matching that. As I'm almost certain your character wasn't named ghost from birth by fortune-telling parents, that would be nice to clear up.

    He wouldn't tell anyone his name. His name doesn't really have any meaning to him. He couldn't remember his name if he wanted to. You could have just shortened number four to 'Why doesn't he have a name?'

    In conclusion, you jumped to conclusions and didn't suggest any solutions.

    Phobos observes the ETG robot through his sniper rifle's scope. Ah, the added help arrives. He is in one of the towers inside the ETG rapture farm. I really doubt we need a robot to help us fend off some gifted... Well the more the merrier. He puts down the sniper rifle and sits in a chair. Still have some time till they are scheduled to arrive.

He decides to send a message to Vance. 'Hey, were any bad guys here recently. I just found a mutilated Brinkhaven guard.' He was here before me. Maybe he knows something.

    Maximilian had joined the emergency response team in their jeep and went with them to the explosion site. He exits the jeep and looks around at the wreckage and stuff.

    Pretty much that. It had enough going on to grab my attention, with all the psycho murderers and dolls and everything.

    Well, the last time I posted with them was before the big timeskip so they aren't really anywhere right now... But they were at an ETG research base on Derika before the timeskip.
