Some construction workers operating heavy machinery and others constructing large complexes stop their work momentarily. A couple talk into their walky talkies. They soon resume their work.
A young man with gelled back brown hair walks forward to greet the soldiers. He wears a standard black business suit with a red tie. He's speaking into his phone and the workers begin to hear his conversation...
"... Yes, I'm sure there was no 10:30 appointment... No, I don't know who they are... Jesus, I'm just about to ask them... Damn it, Andy, I'll figure it out. Just make sure the shareholders aren't told until I tell you or our 24 hour grace period is up... Yes, okay, I'm hanging up..."
He ends the call, puts his phone in his pocket, turns to the soldiers and says angrily, "Who do you guys think you are? Waltzing up here to my island and saying you own it? Who's in charge? Whoever it is they should be fired..."
After a small period of mumbling among the soldiers he yells, "I am a representative of the Middle Sea Trading Company and if I'm not told who's and charge and what the hell he's doing here then I'll get corporate to sue all of you for all your worth!"

MSTC megacarriers spread out from the home peninsulas and begin to provide materials, equipment, and personnel to the islands that need it. A number of destroyers are sent with amphibious landing forces and given orders to secure a small number of islands in the Middle Sea. As soon as hr natives see the MSTC security forces they decide to cooperate.
One strike group, made up of a megacarrier, a battlecruiser, and a small number of corvettes sets off from the home peninsulas for the South East Island.
Shipyards are being constructed in the peninsulas as to construct more ships to increase the number of ships beyond those dropped when the company was first set up.

On this day the world welcomes The Middle Sea Trading Company is shown in light red on the map.
They are structured as a megacorporation with a profit driven culture.
One day, large hulking ships came down from the atmosphere. They were seen for days circling the globe. On multiple small islands in the large central ocean, cargo craft came down from the large ships and set up facilities at the small islands. Next, all of the large ships came together at the coast to the south east. There they began the construction of what seemed to be production facilities, residential housing, and much more... the construction of a nation was at hand.
Finally, the ships completed their work and tens of thousands departed from the ships and went to the newly constructed facilities. The next few days were spent establishing communications with the far flung bases and making sure all the logistics of this new nation were figured out. Their flag was risen over the capital and the Middle Sea Trading Company.
The ships rose up from the ground and, before they flew away, opened the bottoms of their hulls to drop down many large ships, landing in the ocean and creating large waves that buffeted the coast.
The next day communications were sent to all nations on the planet identifying themselves and plainly stating they wished for profitable relations.

Here we go...
First up is the final battle of the War for Allied Independence. When the Allied Democratic Front, which shall be referred to as the ADF, first came onto the galactic stage it had two other neighbors. One of which they bested in a small war and another which they befriended. The one that they waged war upon was then destroyed by the forces of the Core of Light. A hyper advanced civilization bent on the destruction of all sentient life in the galaxy, the Core of Light soon vassalized the nation which the ADF had befriended. Seeing the technology and naval power of the Core, the ADF soon realized the only way to survive would be to become subservient to them.
They became a vassal and quickly adopted all technologies they could get a hold of from the Core. Over many years, a prosperous relationship took place and the Core became naught but a small thought in ADF politics. That is, until the other vassal of the Core was assimilated into their empire and all their planets promptly purged. Seeing their future in the plight of their fellow xenos, the ADF built up its navy in preparation fo the day they would break free of the Core.
That day soon came and the ADF Fleet warped into Core territory. Their first objective was to destroy all military stations in Core territory and destroyed multiple Core fleets in doing so. But they still had to take out the home system of the Core. The Battle of the Core of Light was then fought. The Core fleets were decisively defeated by the ADF fleet as they had similar weapons and the ADF numerical superiority through dividing and conquering the Core fleets.
After the defeat of the Core, the planet was blockaded and unconditional surrender was given by the Core, whose sole home planet was then brought into the ADF.

After the transmission of the message, all Genesis bombardment of Tiarnan territory suddenly stops. The Mungan soldiers are also withdrawn from Tiarna. Some of the more fanatical ones chose to run head on into the Tiarnan defenses in banzai attacks, crazed by their devotion and the substances within their bodies.
They withdraw quickly into the desert wastes and leave no trace of where they've gone. Some reports from orbital reconnaissance satellites showed strange images of large sand colored tubes erupting from the deserts of Urefuthan and slithering into space.
The Genesis arrays shields, being hyper charged, diver much of the energy of the artillery, and the devastation done to the total number of LongToms is apparent in that the number of shells being launched are near nothing compared to the number predicted if the LongToms were at full strength. However, damage has been done and the reactors have been rocked by the artillery. The whole station is close to exploding in a grand fire ball as there is nobody to repair it.
That s, until one of the tubes slithers over to the station, God knows how considering it's in the vacuum of space, and figures, seemingly clad in still suits climb out and enter the station. The sand colored tube then slithers off, leaving the figures on the station.
One last transmission is sent from the station to Tiarna, it has a large section of strange symbols and then a statement written clearly in standard, "Keep the Marble, or at least what will remain of it."
The Genesis Array station promptly exploded in a brilliant ball of glowing white hot light. It could be seen all around the half of the Marble facing the station and in those lands, night turned to day. A ginormous white beam then shot out of the ball and straight towards the center of Tiarna. The beam cracked the Earth as it neared and shot straight through the layers of crust and mantle and then, after some delay, burst out the other side of the planet. The ground there first began to glow white hot and then began to crack. Finally the beam broke through there too.
The atmosphere was burning all around and all that was once green within 5,000 miles was vaporized.
The sand tubes then wiggled their way off into the darkness of space.

Darth, I changed my post to put the laboratory somewhere else (it's hard to determine how big the tiles are and thus I was mistaken), but another thing...
Solution B just shifts the problem. People can just spam the AP buildings rather than the factories and still snowball. It does nothing to help and unnecessarily increases the complexity of the game, adding in a new mechanic that will affect planning and strategy when people have already started to enact prior strategies.
Furthermore, keeping everything the same would definitely allow for snowballing and it'd get out of hand real fast and new players would find it impossible to keep up. So Option A is bad.
And Option D is bad too because WE DONT NEED THE AP BUILDING. It's just an uneccesary hassle that solves nothing. WE ONLY NEED THE HARD CAP. The extra building does NOTHING to stop snowballing and adding it in would just be annoying for all of us.
Solution E is out of the question since it would basically require us to completely restart as people have already chosen their city placements with the current mechanics in mind and would have to put their city in another spot if they didn't want to be at a disadvantage.
Thus, it is clear that OPTION C, just adding a hard cap into the game, is the best option. It solves the problem without unneeded complexity and changes, and we don't have to add any new buildings, plus people wouldn't be penalized for any strategic choices they've made thus far. It's just the best choice IMO.
