I've noticed the same issues. Something about this version of Minecraft is much more memory intensive than I expected. If you have the RAM to spare, give the server way more than you normally would and some of these issues should go away. I have 8GB allocated to mine and the problems are mostly gone, but I'd rather not have to allocate 8GB to a small Minecraft server. Hopefully they do more to optimize 1.14 soon.

And have you tried realistic view distance, like 10?

That depends on what you consider a "realistic" view distance. Considering that I've run servers on recent versions using even higher max view distances than I'm using here in 1.14 with no issues at all, I think it's safe to say that something other than my view distance setting is causing issues here. Especially since this is happening with only one player connected and rendering chunks. In 1.12.2, I've had up to six players connected all with high render distances and a higher maximum view distance. Even if I can get it to behave with a low view distance, that isn't the solution I'm looking for. Something has changed between 1.13 and 1.14 causing this huge increase in RAM usage, likely something entirely unrelated to view distance.

I mostly asked if view distance could be an issue because I was curious as to what other people experiencing this problem had their view distances set to and how it impacted their memory usage, not that I actually wanted to change the view distance to solve the problem. I'd rather give the server 8GB than turn down the view distance.

1.14 just released. It's huge and my friends and I hadn't played much vanilla Minecraft since we were kids, so we thought we'd check it out. I have a server running on my desktop running 1.14 with 3GB of RAM allocated. Despite this reasonably large amount of memory allocated, the server is eating it up, completely out of control, with only one player connected and very little going on. It's so bad that it goes all the way up to 98% usage at times, and I'm just sitting still. The strange part is, I've recently been running servers of previous versions (the most recent would be 1.12.2) with only 2GB of RAM allocated, several players connected, and no issues whatsoever. In addition to this, massive lag spikes ensue when I place or break anything. I'm beginning to worry this is just another release with botched performance, like back when 1.8.8 dropped and the server release was unusable.

Java arguments I'm running the server with.

Server.prop (could view distance be an issue? I normally keep it set to 30 for all the other servers I run, never any issues).

Thanks in advance for the help. Really hoping on sorting this out by tomorrow afternoon.
