Tiny modded minecraft server has consistent lag spikes, and averagely low frames, even with only me on it
In comparison, if I played singleplayer there would be almost no lag.
I have a good computer/connection:
16GB RAM
Intel i7-7700HQ CPU (2.80GGHz)
64-bit OS
GTX 1070
Even with this, I keep getting:

So I'm running the standard FTB Beyond server, with a few additions in the java arguments:

So I assume my internet speed is good enough for others, if the server itself ran smoothly for me.
Only 6 people would play at once, average 2-3, and all would be close together (within 12x12 chunks maybe)
In conclusion, I need to know how to make my server run smoother/faster, whether thats by simply allocating more RAM, Java Arguments, or other ways. Any help is appreciated.

I join the server, and everything seems fine, I can press buttons, open inv, etc, but chat never updates, and i'm stuck in the void (skyblock void) and nothing loads in. If I move my coords, and leave then rejoin, I haven't moved from my original coords.
I have no idea what the issue is, but any help is appreciated.

Update: Seems to be working, surprisingly. All I did was add JAVA_HOME to the System Variables list, so thank you for pointing that out, couldn't have done it without you. (just imagine a happy face, cuz emojis are weird).
If you are skeptical, here is the output from the working command window:

In singleplayer I get great fps, as well as smooth gameplay.
On the server the fps can be ok, but there are just constant pauses.
In the background I would usually have Discord, Chrome and Minecraft itself, but with 16GB of RAM, I wouldn't think they would be a problem.

I have 16GB of RAM, 4GB goes to my minecraft, and as seen above, 4GB goes to the server.
I know that minecraft can't handle more RAM, but I can't find out if servers can or can't, so I still have lots of RAM to spare if thats the solution.
My upload speed and download speeds are (found on http://www.speedtest.net/):

244Mbps Upload

I can talk in the chat, but it only shows it after about 1 solid minute, so I assume all the chat is behind.

Yeah, I re-did everything from scratch, using the same MDK file (forge-1.11.2-13.20.1.2476-mdk.zip) as last time.
First try. I did the command prompt inside the folder with "gradlew setupDecompWorkspace && gradlew eclipse"
No different.
Second try, same thing, but did "gradlew setupDecompWorkspace && gradlew eclipse" inside the 'Setup Workplace.bat'
And voila, everything is there.

After a long break (life is tiresome), I've come back to try and get some personal education in my brain.
Everything's ready, Eclipse is opened to the path it should be (C:\Users\USER\Desktop\Modding\Mod Working Environment\eclipse)
Finally, I can move to video #2, ""
I open Eclipse (with the correct path) annnnnddddd.... it's completely empty.
No items from the folder where everything is (Mod Working Environment\eclipse, the folder I use for the path) are under the "Package Explorer" tab.

The path in that example looks VERY different to mine.
If I do step 4, should my Path look like this:

However, I did manage to get the "Open command window here" option back, so tomorrow I'll try again with that.
