That's not a good solution.... Opening the server to offline mode makes it very unsafe.

I disagree. You shouldnt plan on having 30-40 people to start off with and if you get the right plugins they won't take up too much space. I feel like if done efficiently you will not need anything close to 6GB (not 6Gb, bites and Bytes are different!).
Try what you want and see how much your server is actually using, then proceed accordingly. Good luck.

Firstly, why so many worlds? Having lots of worlds uses a lot (seriously, so much!) memory. Why can't you have a nice spawn with mini-games and lounges and stuff, and then have the rest of the world be survival? This will save you a lot of real money.
Secondly, don't plan on 30-40 players just starting off. That is a lot more than you think. Servers aren't created popular or big. They start small and grow as the need to. If you want, you can start a server that has RAM for 1-15 players but have 100 slots to make it seem big. You need to lower your expectations if you think your server will immediately be huge.
I would suggest 1 GB (1024MB) which can easily support 16 people, bukkit, and enough plugins to start off with.
