How about this. Make a backup of your server, as it is, to another location and alter the server.properties so it uses a different port number. Then let Kkthisrules have access to that copy and then when he gets it working he can tell you (here) what he did that got it working so that you can do it on your live server.
Alright. I will be checking the console and warning staff members about that. Ive also heard about the Book Hack. Yeah, i will not allow any staff member receive a book from a random player without checking if it is safe.

However if they had such power, then wouldn't they be able to op themselves? For the most part, except for special circumstances or it being someone who can access/control part of the internet backbone, you don't have much to worry about other than possible DDoS from them.
If they manage to get on again and you want to have some fun with them, when they demand higher access, just be like, "sure okay just please don't ban my server" and wait until they get impatient from not getting the access and then be like "i'm trying to figure out how to do it." Figure out the rest from there until they realize that you're just messing with their heads and then just tell them that you're not going to give any sort of power to someone who makes threats, let alone ones that you know they can't follow through with (and then quickly ban them before they can say anything else). I've gotten good at trolling trolls and they hate me for it. I've defeated a few of them on IMDb (trolliverse) among other places and the fun part is telling them what I'm doing and watching them disbelieve me at first (then realizing later that I won).
Having an issue with using BuildTools to update my server. One of the suggestions I've come across when trying to research the issue involves deleting files so I'm wondering, how do I know which files to delete?
Is this in survival mode? If so, the spawn area has built in protection from blocks being changed and that could be causing the issue. How far away from spawn is it? In your server.properties file you can change the distance of the spawn protection, which I believe the default is 16 blocks.
I found a couple of useful guides on how to generate villagers that only do custom trades and one custom setup is more or less a 'pet shop' clerk that sells spawn eggs. The idea is that instead of trying to lure an animal to their house, someone could use the spawn egg, making it easier especially if the person lives somewhere that is either far from animals or just difficult to get the animals to (like living on a steep hill).
One of the things I've been trying to figure out though is how to customize the attributes/tags. I'm able to do it on other things (like enchanting an item) but no matter what is tried, the spawn eggs still remain random. For example, haven't been able to have a wolf spawn egg that spawns a tamed wolf (let alone to the player that spawns them). Another example is the horse, where attempts to force it to spawn a donkey have failed.
I'm not looking to install a mod or use command blocks to do this. For the testing, I've been using the summon command for the spawn eggs to try to get an egg to work in the desired fashion. So even though the end goal is to put it on a villager, if I can get it working in a summon command then converting it to a villager should be rather easy. (ie, I'll be happy with /summon spawn_egg help, no need to try to go the extra mile for a villager setup)

Obviously you weren't suggesting it but at the same time I didn't mention about it in my initial post. I'll try installing WorldGuard on a toy server (a cross between a seed clone of someone else's server I play on and being a test server) and try it out. Since you mention about a learning curve, should provide an opportunity to get to know it.

My server isn't really a PVP one. It's no griefing, watch language and no PVP except among consenting players. So PVP isn't forbidden, it's just not a 'free fur all' so to speak.

The server I'm running is whitelist based but want to make sure that someone who gets let in doesn't turn things sour for others.
Land claiming - I like the idea of using a golden shovel or hoe or whatever else to claim corners of land, but none I've seen have given indication that an admin/op can give/assign land to someone.
Property protection - Also looking for a plugin that will prevent items from being vandalized (which should fall under the land claiming) and from being stolen (like from chests), but not in such a way that chests can't be used for trading/giving away stuff.
Not looking for their to be a 'charge' for claiming land, though would like to set a maximum limit of area that can be claimed to prevent someone from going nuts. Protecting certain areas from being claimed would also be nice (such as protecting seed generated or manually made villages for example).
I've looked at Towny, Districts, GriefProtection and a couple of others and again none seem to mention (or I overlooked it) about an admin being able to give/assign land to someone. Instead of installing multiple plugins to test, I felt it would be easier to ask.

I've managed to find a permissions.yml file and it has the permissions included, which didn't work (file parsed just fine, for the record).

I've tried restarting the server, removing the last two lines, restarting again to no avail (tried removing the last two lines thinking that perhaps it was negating the permission vs giving it). Also how do I tell what 'group' someone is in and how do I change someone's group? I have Essentials (as well as Essentials AntiBuild/Chat/Protect/Spawn/XMPP) installed. No other plugins aside from those. All the listed plugins were last updated (on my end) on Apr 28th and I believe that is still the latest build of the plugins.
