Probably because most of the mods/admins are at MineCon, or they just haven't gotten around to it. I'm also going to assume that there aren't any update notes because of Notch, Jens, and other Mojang members have been planning for MineCon, and have been busy with it. Those are my best guesses, but they're still guesses either way. I could very well be wrong.
I haven't upgraded to RC2 yet, so I'm not completely sure how deep water would need to be in order to prevent fall damage. I know that before RC2, one block high water would not always save your life from long jumps. I'll do a test or two as well, and see what happens.
I love the 1.9 update, but I hate having to breed animals now. I fear that I'll accidentally make an animal species "extinct" in my portion of land, even though I know I could go out and find more if I really wanted/needed too.
As stated before, a Fence Gate (an open one, of course) should do the job. And as for the water negating fall damage, it will usually take a two block deep pool of water to completely negate fall damage. Sometimes it even needs to be three deep in order to work.
