I fixed it myself.
Just rename 'blocks' directory in texture pack directory to 'block' and everything works fine.
I tried to make a texture pack for the upcoming version 1.14 but no luck.
The game does not give any error but nothing has changed.

Maybe there is something to prevent them to grow or a new kind of canes don't grow?
I noted in 18w47a, the leaves won't rot/disappear over the time.
Trees, carrots and other plants won't grow.
There is only one pillager showing up. The one with a banner on his head.
Attack him and more pillagers spawn and raid a village.
There are lots of lag too.

Good point. But most of times, when companies release resource codes to their games, fans release many versions of the games.
Take a look at Doom. How many doom games are released by fans?
Of course, they can't release the original game. Most of time, textures, sprites, and gameplay are different from the original.
I made a village with at least 20 villagers in peaceful mode. There is a fence around the village, so the villagers won't leave.
The village has four iron golems.
I decided to build a new village far away. It took 50 minecraft days to build a decent village with villagers.
When I came back to the first village, almost all villagers are gone. The four golems are still there.
I suspect it could be a glitch or maybe New Nintendo 3DS version is limited.
I just played the pre-release1 and I still cannot play custom worlds.
If they release 1.13 without supporting custom worlds, I would be deceived.
The only hope is someone will bring it back in mod version.
And 3D Anaglyph too.
I just dicovered the custom worlds is no longer supported.
What a shame!
