Not feasible since this is a server and not everyone knows to/can play on forge/fabric.
A better solution would be plugins as that is designed for servers
In Control mod works on server-side of the game only, so this might be the right solution,
as the players (MC clients) would not even know that the mod is working on the server side
I may join all the dissatisfied players, because I simply like the old generator,
and the 1.18 changes simply overwhelmed me...
However, remember - in Java edition you need not to play the latest version
As for me, the older versions (up to 1.17) are rich enough to play them still for years...
And there is also plenty of great Mods, besides of custom Data Packs, Resource Packs etc.

The idea of the Neutral Mode in the game looks quite interesting.
I suppose such a mode could be prepared by a player, without any programming changes in the game:
just by using a dedicated DataPack that would apply proper NBT data to the mobs: Properties, Attributes, maybe also Attribute Modifiers.
For example: Zombie's attribute "generic.follow_range" when set to 0 should cause Zombies to stop follow the player.
However, generally this seems not an easy task to do,
and I suppose this could be easier in Bedrock edition - by using a BehaviorPack, where you can override almost every property and behavior of a mob.
For anyone interested in this problem:

however there was no clear evidence about when and how this was fixed,
as you can read in the latest comments in the bug report:
[MC-213034] Minecraft does not query for SRV records when client has static IP on LAN, resulting in a "Can't connect to server" message https://bugs.mojang.com/browse/MC-213034
The problem you have is not about the Android version, even if it may seem so.
The true reason is that BlockLauncher app is no longer updated and will not run with the latest Bedrock editions.
I can confirm it worked up to MCPE 1.14, then it stopped working on next MCPE versions.
Please read user's comments in the Google Play store about this app: there are plenty of complains it does not work.

You haven't described any details about the problem,
including what Minecraft edition you use (Hypixel would suggest Java edition, but I'm not sure).
Such problems may be caused by (for example) small amount of RAM in your computer, or hundred other problems of your operating system.

I don't know this modpack, however it looks like the random things you described had happened intentionally and were generated by some mods.

It allows to control mob spawning, based on various conditions, and it supports mobs provided by custom mods.
