    Quick answer is yes. But the light level in the nether is 0 so you will need to add light sources and there is no way to hydrate the soil (you can have a filled cauldron in the Nether but it will not hydrate soil).

    If you are wanting to do it for decoration then you will have no problem. If you are trying to create a farm you will have problems and I would suggest doing it in the End instead. Crops will grow in the End (again you will need a light source), you can place water in the End, and no zombies spawn there so villagers are safe.

    I designed a super simple, redstone-free, resource friendly Creeper only farm that anyone can make. Creepers are 1.7 blocks tall so if you make a 2 block tall spawning platform and place trapdoors (can be wood or iron) on the ceiling you make the spawn area under 2 blocks tall. So when the game coding checks the area for valid mob spawn areas it sees the under 2 block tall as valid spawn spaces for creepers and spiders only. Spiders need a 2 block wide area to spawn. To keep spiders from spawning I created 1 block wide x 1.8 block tall spawning areas or "lanes" that alternate in height (1 lane normal, next lane up by one block, next lane normal, next up by one block, etc.). I made the farm seven layers layers tall. Each layer has 2 platforms with 15 "lanes' each. The platforms are separated by open trap doors. The Creepers will naturally pathfind and walk over the trapdoors and fall into a water stream that flushes them into a holding area where they are killed by lava. Normally I would use a drop to kill mobs from fall damage but I was already at bedrock level so I had to go with lava. To increase the drop rates I ran a mine cart rail line that goes around the edge of both sides of the spawning platforms then up one level to the next platform, all the way to the top then goes back down.I put a cat in a minecart so when the cart passes by each platform the creepers are frightened and run towards the middle where the drop is.

    I can just imagine how long it took to do that. What do you plan on doing with The End now?

    I started the project over a year ago by putting sections of dirt with 1 or 2 grass blocks and waited for the grass to spread on the top then left it with just grass on top for a long time while I work on other projects. About 2 1/2 months ago a started working on it again, fighting the ender dragon over and over to get all the satellite portals, stoning underneath the island, then working on the sides.
    I'm planning on building some custom trees and maybe another building or 2, and bringing in more animals but for the most part I'm done and moving on to other things.

    After months of placing grass, dirt, course dirt, gravel, andesite, cobblestone, stone, mossy cobblestone and vine I finally finished covering the endstone. The End island is finally coming together. I think I'll add a few trees and call the project done.

    After a month of planning and a week of building I finally finished my haunted cemetery project. I built a cemetery over a skeleton spawner and used minecarts, rails, and slime block launchers to make the skeletons pop up out of the graves. Video will be uploaded soon, In the meantime, here are some screenshots.
