I remember that when I had set up 4GB in the past, the task manager showed me 4GB of memory used so.. And I see the difference of power of my server right now.
So with the recent launch of Minecraft 1.13, I've decided with 2 more friends to set up a server in order to play together.
In the past, I already used plenty of server and I never had problem to allocate more RAM (usually I set up 4GB). But with my 1.13 server, I can't allocate more RAM even if I used the same code for my previous server.
I have 16 GB of RAM on my computer. My server is stuck with 1.5GB average. It is as if my server think I have a Java 32bits even if it's not (I have installed Java 64bits for sure). This cause some lags when we are generating the world (the server can't keep up).

The "_JAVA_OPTIONS -Xmx4096M" ? It was a test but it didn't change anything :/

When I open task manager, it shows that it takes just 1.5GB of memory. My CPU is a i7 4770k. And my view distance is 10.
